For controllers not listed above, particularly DirectInput controllers, compatibility is not guaranteed. However, having Steam apply Generic Gamepad Configuration Support can help in some cases.

Settings can be found by clicking Steam on the top left of the window and then Settings.

In the Settings menu click on Controllers on the bottom left, and then click the General Controller Settings button on the right.

This will bring up the Controller Settings menu where you can have Steam take over support for your controllers and allows you to customize certain aspects of controllers you might have plugged in. Checking Generic Game Pad Configuration Support can help improve compatibility with unsupported controllers.

One thing to note here is that when checked, controllers supported by Steam may become unavailable outside of Steam until the user exits steam and disconnects/reconnects the controller.

I hope this helps answer your controller related questions. If you have any other questions, please feel free to comment, email, or reach out on social media. Thank you!
